The Discover Niagara Shuttle is an initiative of the Niagara Falls National Heritage area, its stakeholders, partners, supporters and friends. Stakeholders are the primary funding partners of the shuttle and are the ones that make the decision as to whether it is free, or not. Each stakeholder is committed to continue to make the Niagara Falls and Niagara River region areas a premier tourist destination and develop and promote the incredible historic, man made and natural treasures that are ever so present in the region. The stakeholders are the New York Power Authority, Destination Niagara USA, City of Niagara Falls, NY, Niagara University, Niagara Falls USA Development Corporation, New York State Parks, Niagara County, Town of Lewiston, Village of Lewiston, and the Niagara Falls National Heritage Area Niagara Falls.
