The Discover Niagara Shuttle is an initiative of the Niagara Falls National Heritage area, its stakeholders, partners, supporters and friends. Stakeholders are the primary funding partners of the shuttle and are the ones that make the decision as to whether it is free, or not. The stakeholders are the New York Power Authority, Destination Niagara USA, City of Niagara Falls, NY, Niagara University, Niagara Falls USA Development Corporation, New York State Parks, and the Niagara Falls National Heritage Area Niagara Falls.
